SIA Lex & Finance is a private firm in Riga, not a government body. We do not issue visas or residence permits: residence permits are issued only by the Office of Citizenship and Migration Affairs (OCMA/PMLP).
We help foreign nationals living in Latvia or moving here choose the right residence permit or visa, prepare the documents, see their case through to a decision and, if a residence permit is granted, collect the permit card.

Our privacy policy explains how we handle your data.
Find the option that fits your situation and select ‘Add to my enquiry’. Your choice is added to the form, so you only need to fill in your contact details.
You have a job offer from a Latvian employer and will live here while you work. We help the employer prepare the invitation and the documents it must provide, check the employment contract and help you put together your own documents for OCMA.
Russian citizens may only request a repeat permit, subject to the statutory employment and tax conditions.
For people who will work in Latvia on a long-stay visa rather than a residence permit, such as seasonal workers. We help the employer with the visa invitation and the related paperwork, and help you get your visa documents in order.
Russian citizens may request this visa only for seasonal work, and even then only in limited cases.
Minor children may join a parent who is a Latvian citizen, a Latvian non-citizen or a permanent resident of Latvia. A spouse and minor children may join a foreign national with a temporary residence permit, though not in every case, so we check that person's status. Then we help gather documents to prove the marriage or family relationship to OCMA.
Your spouse is a Latvian citizen, a Latvian non-citizen or a permanent resident of Latvia. You need to live together and share a household. We help assemble documents confirming your marriage and shared household, and if OCMA invites you for an interview, we help you prepare. If your spouse holds a temporary residence permit, the route is family reunification instead.
You plan to invest in the share capital of a Latvian company, either by increasing the share capital of an existing company or by founding a new one. We check whether the company and the investment meet the legal conditions and help prepare the documents OCMA needs from the company and from you.
Not open to Russian or Belarusian citizens.
For full-time students at an accredited university or college in Latvia. Once your place is confirmed, we help you prepare the documents for your residence permit and explain what the permit allows you to do, including the rules on working while you study.
You already live in Latvia with a residence permit and want to stay long term. Since 15 September 2026, the only form of permanent residence is EU long-term resident status, and the conditions have changed. We check whether you meet the new conditions before you start gathering documents.
Each EU country sets its own residence rules. Tell us which one you have in mind, and we will tell you whether we can help.
For a short trip to the Schengen area with Latvia as your main destination. We help you choose the right type of visa, fill in the visa form and put together the documents the embassy or consulate asks for.
Latvian embassies and consulates accept requests for short-stay visas from Russian and Belarusian citizens only in limited cases.
For Ukrainian citizens who had to leave Ukraine because of the war. We help you prepare the documents to request temporary protection status from OCMA and, if you already hold it, explain what you need to do to keep and extend it.
Tell us your citizenship, your plans in Latvia and any permit you hold now. We look at your situation, explain which routes may be open to you and what each involves, and agree the next steps with you.
Immigration Law in force
We stay involved from the first consultation onwards, whether your case is about a residence permit or a visa.
After your enquiry, a specialist gets in touch, asks about your plans in Latvia and your current immigration status, and arranges a consultation.
We go through the routes open to you and explain the conditions and risks of each. The choice is yours.
We list the documents needed in your case, check the ones you gather and prepare those we have agreed to handle.
We keep track of your case until the decision, help you respond if more documents are requested and, if you are granted a residence permit, help you collect the card.
OCMA decides on residence permits. For visas, the decision lies with the embassy, consulate or other authority that issues them. We are a private firm with no say in either decision. We help you present a complete, well-founded case, but we cannot promise the outcome.

Our office is at Kalpaka bulvāris 10 in Riga. We are a legal and accountancy firm: the team includes a senior legal specialist and accountants, so we can also help with company matters and bookkeeping.
Start with why you are coming to Latvia or staying on: work, family, study, business or a short trip. Your citizenship and any permit you hold now matter too, because each route has its own legal conditions. If nothing here is a clear match, choose ‘Not sure which option fits’ in the form and describe your situation briefly.
No. SIA Lex & Finance is a private firm, registered with the Register of Enterprises of the Republic of Latvia under number 40203239265. We advise and help with the documents, but the state decides on and issues permits and visas.
A few lines are enough: your citizenship, the country you live in now, your plans in Latvia and any permit or visa you hold, with its expiry date. If you know which option you want, choose it from the list; if not, we will work it out with you.
Yes. Russian and Belarusian citizens cannot use several routes, including share capital investment. Russian citizens may only request a repeat residence permit for employment, under statutory conditions. They may request a work visa only for seasonal work, and even then only in limited cases. The EU Blue Card follows its own rules. EU citizens register their residence instead.
Latvian, Russian and English. You can write your enquiry and talk to us in any of them. This page summarises Latvian law in English for guidance only. If the summary differs from the Latvian text of the law, the Latvian text prevails.
No. Nobody can say in advance how OCMA or the authority issuing a visa will decide. What we can do is check whether the route you have in mind is open to you, review your documents, point out errors or gaps we find and help you present a complete case.
Yes. For a residence permit for employment or a work visa, we work with both sides: the Latvian employer on the invitation and company paperwork, and the prospective employee on their own documents. If you are the employer, tell us how many people you plan to hire, in what roles and of what citizenship.
When you describe your situation, mention your citizenship, your plans in Latvia and any option you already have in mind.
